In certain situations, you may be able to appeal this type of violation if there was a justified cause for turning on your high beams, and if it didn’t blatantly obstruct anyones vision in front of you. For your example, if you were on an empty street with no other cars and a Police Officer had cited you anyways, it may be a wise idea to go to court rather than just paying the fine. Upon receiving the ticket, you can schedule a court appearance and explain your side of the story to the Judge who may dismiss it, or offer a plea option with a reduced fine. Having a clear driving record would be helpful in having your case considered for dismissal as well.
